Generally speaking, when an aggressor takes responsibility for his mistakes and offers a genuine apology and show remorse for his actions, this does not happen. When they issue “apologies” that aren’t apologies, rather blame shifting statements that make the victim feel worse, then yes, their past behavior is held against them because their actions have yet to be resolved.
